The Horsham Rural City comprises two major towns. At the centre of the municipality is Horsham, Capital of the Wimmera Region and seat of the Council, with a population of 13,000 people. Natimuk, to the west on the Wimmera Highway, is home to world-famous rock-climbing mecca, Mount Arapiles, and has a population of about 500 people.
