Council proposes to amend its Governance Rules (The current rules with track changes: Governance Rules(PDF, 2MB)) so that it can conduct virtual meetings on a permanent basis and provide for Councillors to attend and be present at meetings by electronic means of communication.
The current arrangements for Councils to conduct virtual meetings in response to COVID-19 will cease on 2 September 2022 and new provisions in the Local Government Act 2020 require all Victorian Councils to amend their Governance Rules in respect of the conduct of Council meetings to make this happen.
Council is proposing the following changes to this review:
Council is inviting comment from the community on the proposed amendments to the Governance rules by 9am on Monday, 15 August 2022.
Submissions should be addressed to the CEO, Horsham Rural City Council and can be sent in writing to PO Box 511, Horsham 3400, emailed to email@example.com or dropped into Customer Service at our Civic Centre, 18 Roberts Avenue, Horsham.

The Councillor group will at a later date, conduct a more detailed review of its Governance Rules.
