From time-to-time, Horsham Rural City Council has membership on a range of committees and forums that are managed and controlled externally to Council. Some are established for one-off specific functions, whilst others provide ongoing linkages to other sectors or groups within the community. Grampians Central West Waste and Resource Recovery Group Forum

Purpose 

To reduce waste and maximise recycling and resource recovery through information sharing, project development and collaborating with local government and industry.

Roadsafe Wimmera

Purpose

Roadsafe Wimmera's mission is to promote and gain wide acceptance of the view that each time drivers get behind the wheel of a vehicle, they enter a contract with other road users to travel in a manner which keeps them and the other road users safe until they reach the end of the journey.  The contract is ongoing and commences every time someone drives.  Influencing all drivers to accept and safely manage these responsibilities is the core of the group's activities. 

The Roadsafe Wimmera committee endeavours to bring a diverse representation of views and experiences to program development and implementation.  It operates by the use of volunteers in committee form to help regional concerns and initiatives to be recognised and worked through.

Driver attitudes and behaviour relate directly to how drivers manage road safety issues including speed, drinking, drug taking, distraction, fatigue, driving habits and consequences following infringements and/or crashes. 

Roadsafe Wimmera uses recognised, established statistics and processes to help in its decision making and education campaigns.

Meeting Information

Six regular meetings and an Annual General Meeting each year.  Additional meetings (eg, sub-committees and extraordinary meetings) are arranged through regular meeting procedures as required.

Western Highway Action Committee

Purpose 
  • To pursue the upgrading of the Western Highway to achieve improvements to safety, transport, efficiency and amenity
  • To lobby and obtain allocations of government funding for the implementation of approved strategies for the construction, planning and maintenance of the Western Highway
  • To investigate the relationship between all transport systems linking Adelaide with Melbourne through the Western Highway Corridor, and collaborate with other groups and agencies in improving these links
  • To liaise with and support Local Government with initiatives and actions relating to bypass issues of the cities and towns along the Western Highway
  • To support and assist in the implementation of highway enhancement programs and strategies for economic, tourism and employment opportunities available along the Western Highway
  • Encourage the implementation of programs for the appearance, presentation and serviceability of the highway facilities
  • To support a sound consultative approach in managing the balance between improving highway safety and the environment
  • To promote the design objective for upgrades to the Western Highway to be for freeway standards, including bypasses of towns and cities, to achieve a suitable consistent design speed that is safe and assists transport efficiency, supporting the dual outcomes of a "Towards Zero" approach to road casualties and the economic benefits of improved freight efficiency

Location

The Horsham branch of the library (and the corporation's headquarters) are located in the Mibus Centre, McLachlan Street, Horsham.  Various other branches are located throughout the corporation's wider region.

Purpose

The corporation is governed by a board, comprising representatives of member Councils.  The board has a number of roles, including:

  • To provide a regional library service
  • Make local laws relating to the regional library service
  • Perform other functions including defining overall policy objectives, developing strategy and policy and approving an annual operating plan
