Horsham Rural City Council has established a range of committees to help provide advice and direction on matters that do not link specifically to a Council space or facility. These committees are established to link the community with Council’s decision making processes. Each committee has a unique document such as a terms of reference, to help define their role, purpose and objectives.

Overall, committees help inform Council on operational matters, provide a forum to share information, inform decision making processes and facilitate planning for the future. This ensures that the community’s needs are met, stakeholder interest considered and decisions are made in the best interests of the overall community.  

Aboriginal Advisory Committee


To provide strategic advice and guidance on the development of policies, plans and projects that integrate reconciliation processes into Council business, services and programs.  This committee provides a platform for ongoing engagement between the Aboriginal and non-Aboriginal communities with Council across a broad range of issues relating to reconciliation.

Council is inviting applications from suitably qualified community members to fill one vacancy on its Internal Audit Committee.

The role of Council’s Internal Audit Committee is to assist Council in the discharge of its responsibilities for financial reporting, maintaining a reliable system of internal controls, asset and risk management and fostering the organisation’s ethical development. The Internal Audit committee meets four times a year.

A background or qualifications in business management, accounting, financial management or asset management would be advantageous, an applicant with a strong financial background would be highly regarded.

A nominal Sitting Fee as set by Council will be paid.

Bicycle Advisory Committee


To provide advice and recommendations on and implementation of actions identified in the Horsham Municipal Bicycle and Shared Path Plan that include:

  • Prioritisation of developments, ensuring changes are coordinated and reflect the needs of the community and users
  • Improvements to the safety of users and community members accessing the bicycle pathways
