Horsham Rural City Council has produced an information sheet that helps explain the steps involved in rebuilding a dwelling after the 2014 Northern Grampians fires. This is a good starting point.
A Bushfire Management Overlay is a planning control that is incorporated into planning schemes in Victoria where the bushfire hazard requires bushfire protection measures to be implemented. The Bushfire Management Overlay applies to the majority of land in the Wartook Valley area, along the western edge of the Grampians National Park and in some areas to the north of the Grampians. This overlay requires a planning permit before building is able to occur. As part of the planning permit application a Bushfire Management Statement is required.

The Bushfire Planning Assistance Fund provides grants of up to $1,200 to assist landowners prepare a planning permit for a single dwelling (or extension) in a Bushfire Management Overlay area. Information on this fund is available via the link below.
