Committees

Our committees contribute to HRCC by providing advice on services or issues or by managing Council assets. 

Committees and the Local Government Act 2020

Changes to the Local Government Act required Council to review its committees to ensure they comply with the Act. As a result of that review a Committee Framework Policy and new Committee Structure were adopted by Council at its December 2021 Meeting.

Types of committees

Community Asset Committee

Halls Community Asset Committee

Council's Halls Community Asset Committee is made up of dedicated community members who manage public halls on behalf of Council. This group is a formal committee under the Local Government Act 2020 and has an established terms of reference and a level of responsibility as delegated by the Chief Executive Officer.

Membership includes one representative from the following community halls:

  • Dadswells Bridge Hall, Western Highway, Dadswells Bridge
  • Hamilton Lamb Memorial Hall, 13 Kalkee Road, Horsham
  • Jung Hall, 28 Baker Street, Jung
  • Laharum Hall, 1586 Northern Grampians Road, Laharum

  • Natimuk Community Centre (NC2), 60 Main Street, Natimuk
  • Natimuk and District Solder's Memorial Hall, Main Street, Natimuk

Delegated Committee

Council can delegate certain powers to a Delegated Committee by an instrument of delegation.

Regulatory Committee

Council has regulatory committees which are governed by legislation.

Audit and Risk Committee

The Audit and Risk Committee is an independent advisory committee to Council and is a legislative requirement established under section 53 of the Local Government Act 2020. Its purpose is to provide appropriate independent advice and recommendations on matters relevant to the Committee’s Charter.

Municipal Emergency Management Planning Committee

It is a requirement of S59B of the Emergency Management Act 2013 (Vic) that Council must nominate the CEO or a Council Officer to be the Chairperson of the committee.

Strategic Planning Committee

The purpose of this committee is to provide overarching strategic planning advice for key themes linked to Council Plan.  Membership shall be skills based and include Councillors.  The Committee will also engage with the broader community and relevant community groups, stakeholders and Council committees.

The composition and Terms of Reference for the Committee is to be determined over the second half of the 2021-22 financial year with a view to it starting in the 2022-23 financial year.

Community Reference Group (Project Committee)

A Community Reference group is established for a specific purpose with a defined timeframe and work program.  Representatives are skill based and/or representative of stakeholder groups.  Such groups often act as a focus group to test ideas and recommendations before wider community engagement.  The group may also review community feedback and provide advice or recommendations to Council.

Domestic Animal Management Project Committee

The purpose of the committee will be to review and update the Domestic Animal Management Plan every four years (legislative requirement).  The committee will be called together for this specific purpose and for any other projects as required from time to time.

Early Years Planning Project Committee

The purpose of the committee will be to review and update the Early Years Plan. The committee will be called together for this specific purpose and for any other projects as required from time to time.

The purpose of the committee will be to review and update the Active Transport Plan.  The committee also contributes to the development of active transport projects.

Advisory Committee

The purpose of an Advisory Committee is to provide ongoing support and advice to Council relating to a service Council provides or the operation of a Council asset.

The Advisory Committee is not a decision-making body. Its role is to help identify key issues and provide advice to Council.

User Group

There are many community groups that share usage of Council recreational, sporting or community facilities.  User Group committees may be established and operate autonomously of Council, providing a structure for user groups to collaboratively work together in their shared space.
