Help plan HRCC’s four-bin waste service

Residents can help plan how the Victorian Government’s four-bin waste services reform should be delivered to Horsham Rural City Council households.

All Council across the state are implementing a consistent approach to the separation of rubbish, recycling, glass and green waste.

The changes, to be implemented next year, will significantly increase the quality of recycled material and reduce the amount of waste going to landfill.

Mayor Robyn Gulline said while it was mandatory four all Victorian Councils to provide four bins to urban households, there was an opportunity for HRCC to adapt the service model according to public feedback. 

A survey available online and in paper copies will determine the frequency of the kerbside collections as well as bin sizes.

“While we cannot tailor the service to exactly how each households would like, we are keen to hear what the broad priorities of the community are. That way we can deliver a kerbside service that best suits the majority of people without considerably increasing their costs,” Cr Gulline said.

“For example, with the addition of a compulsory green waste bin and collection, many residents may not fill their general rubbish bins as much as they currently do. Therefore they may only require a fortnightly general rubbish collection.

“On the other hand, families with young children may still need their bins emptied every week.

“The service model that is adopted will be rolled out consistently across the Natimuk and Horsham urban areas, so now is the time to have your say. While we cannot deliver a service that is perfect for everyone, we do want a model that works for the majority of people,” she said.

There will also be an improved service for some rural customers with a 240-litre commingled recycling bin, collected fortnightly, being offered to all properties currently receiving waste disposal services.

In order to move to the new system Council will consider:

• A new fortnightly Food Organics and Garden Organics (FOGO) collection
• A new monthly glass recycling collection.
• Expansion of recycling collection in rural areas.
• New glass recycling drop-off locations across the municipality.

In summary, the service is proposed to include, in urban areas:

• A 240 L general waste bin, collected fortnightly
• A 240 L commingled recycling bin, collected fortnightly
• A 240 L FOGO bin, collected fortnightly
• An 80 L glass recycling bin, collected monthly (4-weekly)

  And in rural areas:

• A 240L general waste bin, collected fortnightly
• A 240L commingled recycling bin, collected fortnightly (expanded to all rural properties with an existing waste collection service)
  
  

Under the State Government’s Circular Economy Policy, released in February 2020, all Victorian councils must introduce Food and Garden Organics (FOGO) collection for all urban households by 2030, and separate glass recycling collection by 2027.
