Major Projects

Horsham has a number of major mining, manufacturing, renewable and tourism projects planned for the region. These projects have potential for significant social, economic, and environmental impacts of the municipality over the next 5 to 30 years and council is actively involved in advocacy, planning and regulation for these projects.

Renewable Energy

Horsham has a number of renewable energy projects in development, under construction and planned for the region.

Since 2019 the Minister for Planning is the responsible authority for new planning permit applications for energy generation facilities that are one megawatt or greater.

SEC Renewable Energy Park –  Horsham

The Renewable Energy Park is a 118.8MW Solar project located 5km east of Horsham adjacent to the Horsham Terminal Substation. The solar and battery (BESS) was approved in 2019 by Horsham Rural City and is currently under construction with completion expected in 2026.

Wimmera Plains Energy Facility

The Wimmera Plains Energy Facility is a 300mw wind facility and battery project proposed 15km north of Horsham in Western Victoria. The 52-wind turbine facility was approved by the Minister for planning in 2021 and amended in 2024 to include Battery Storage (BESS).

The project is in pre-construction phase with 32 turbines to start construction in 2026.

Natimuk Solar Farm

Natimuk Community Energy Inc intend to build a 100 per cent community-owned solar farm capable of producing the equivalent of the town’s annual energy needs. A 1.2km Solar facility is proposed approximately 2km east of the town on the Wimmera Hwy. Permit here. 

Murra Warra Wind Farm

Murra Warra Wind Farm is located in Northwestern Victoria, 25km north of Horsham and 10km south of Warracknabeal between the Henty Highway and the Blue Ribbon Road.

The project has a maximum capacity of 435MW and is comprised of 99 turbines across Horsham Rural City (46) and Yarriambiack Shire (53).

Riffle Butts

The Rifle Butts Wind Farm is located some 20km southwest of Horsham in Victoria. It is planned with a capacity of up to 13 wind turbines producing up to 40MW of renewable energy. On 27 June 2018, the Planning Permit was issued by the Minister for Planning, which is valid until June 2028.

Victorian Transmission Plan

VicGrid are the responsible authority to coordinate the planning and development of Victoria’s renewable zone and transmission to support the shift to renewable energy.

The 2025 Victorian Transmission Plan has recently released and identified six renewable energy zones - view them here. 

Mineral Sands Mining

Mineral sand deposits contain a concentrated amount of economically important minerals known as ‘heavy minerals,’ these heavy minerals contain high concentrations of the critical minerals titanium and zirconium with associated rare-earth elements (REE). The Wimmera region hosts three of the world’s six largest heavy mineral sand projects.

Critical Mineral Road Map

Victoria’s critical mineral resources include globally significant quantities of titanium, zirconium, and associated rare-earth elements in mineral sand deposits in the northwest of the state.

To support the emerging industry and to build community confidence in its development, the Victorian Government has launched its first Critical Minerals Roadmap.

Mining Regulation

Mining is primarily regulated through the Mineral Resources (Sustainable Development) Act (MRSDA) and the has a three-step process.

  1. Exploration Licence – preliminary investigation.
  2. Retention Licence –detailed investigation, development, and feasibility.
  3. Mining Licence – development start and operation.1

Resources Victoria play a key role in regulating the resources industry, attracting investment, and managing access to the earth resources.

Approval Processes

Mining is also subject to a range of other planning and environmental legislation including the Planning and Environment Act 1987, Environmental Effects Act 1987, Environmental Protection and Biodiversity Conservation Act 1999 and other state and federal legislation.

The Environment Effects Statement is Victoria’s highest environmental assessment process for uses with potential for significant impact and many mining and renewable projects are required to be assessed under this legislation.

An EES provides advice to the Minister and a framework for decision making by various authorities and gives relevant licensing authorities the information they need to determine whether approvals should be granted and what conditions should apply.

It also the main avenue for the community, council, and government authorities to have their say on social, economic, and environmental impact of a project through submission to an independent panel.

The Environmental Protection and Biodiversity Conservation Act (EPBC Act) is a federal government environmental law. It provides a legal framework to protect and manage nationally significant plants, animals, habitats, and places. This requires any significant environmental impacts to be referred to federal government for assessment and approval by the considered by the Minster of the Environment. Any decisions are typically informed by the EES assessment and technical reports.

The development of a mine and approval process take a many years’ involving exploration, environmental assessment, planning, landholder agreements, mining licence, etc and can be a very complex process.

Projects

Avonbank Mineral Sands

The proposed Avonbank Mineral Sands Project is located approximately 8 kilometres north-east of Horsham. WIM Resource Pty Ltd (WIM) was granted a retention licence (RL2014) for the site in September 2014 and is proposing the development of up to 3,426 hectares over a 38-year period for a mineral sands mining and processing operation.

An Environmental Effects Statement (EES) was completed in December 2024. The EES described the proposed Avonbank Mineral Sands Project, assessed its potential environmental impacts, and identified measures to minimise these impacts.

The full EES, including detailed technical reports, is available on the WIM Resource website.

Following public exhibition of this EES, public hearings and a report from the independent Avonbank Mineral Sands Inquiry and Advisory Committee, the Minister for Planning announced that the EES had received a favourable assessment in December 2024.

In March 2025, Resources Victoria accepted WIM’s mining licence application (MIN008642).

The statutory feedback period closed on 9 April 2025, with over 830 submissions received. Resources Victoria is now undertaking a thorough assessment of WIM’s application.

In September 2025, Resources Victoria requested further information from WIM Resources to support their mining licence application. The response is due November 10th, 2025.

Wimmera Project – Illuka

Iluka Resources Limited proposes to develop the Wimmera Mineral Sands project which has an approximate area of 2,600 hectares and is located approximately 35 kilometres south-west of Horsham.

The WIM100 deposit contains approximately 200 million tonnes (Mt) of heavy mineral sands ore which is proposed to be extracted and refined onsite to produce zircon, titanium oxide, and rare earth products.

Iluka Resources is currently preparing the EES, including a range of social, economic, and environmental studies and regular community engagement sessions to inform the community. The preparation of the EES is expected to be completed and submitted to the Minister in 2026.

Exploration and Retention Licences

Exploration forms an important part of the mining process and Exploration License are issued across the state for resources such as gold, copper, and mineral sands.

An exploration licence gives the licence holder exclusive rights to explore for specific minerals within the specified licence area.

A retention licence is applied where a mineral resource is identified but the resource is not yet commercially viable to mine but may become so in the future. The holder of a retention licence is entitled to retain the rights to a mineral resource in the land covered by the licence.

More than 5,000 licences have been granted under the mineral’s legislative regime and approximately 40 percent of the state is covered by exploration licences. However, only a small percentage of these ever result in mining activity due to the economic viability and environmental constraints.

In addition to Wimmera Project and Avonbank the municipality has a number of retention licences that are actively being investigated for earth resources.

Wim 150

Australian Zircon NL/ Murray Zircon Pl proposes to develop the 12,850-hectare WIM150 mineral sands deposit in the Wimmera region of western Victoria, approximately 20 kilometres southeast of Horsham and just north of the Grampians National Park.

The project proposed in 2011 and the EES is currently on hold.

Bungalally

The Bungalally Project is a mineral sands project proposed by WIM Resources. The Project is located approximately 10 km south of Horsham, in Victoria.

WIM has completed a drilling programs and detailed mineralogical studies, but no development has been proposed at this time.

Agricultural Processing and Logistics

Horsham is located in the centre of the Wimmera region which is a highly productive, broad acre dry land cropping and grazing land.

Horsham plays a leading role in the Wimmera’s agricultural industry, providing many of the support services necessary to sustain agricultural production including research, development, and value-adding opportunities.

It is strategically located at the junction of the Western, Wimmera and Henty Highways with access to the Melbourne-Adelaide railway line and is home to the Wimmera Intermodal Freight Hub at Dooen and is encouraging value adding industries to help grow the region.

Farm Frites

Farm Frites is an international food company’s involved in the processing of potato products such as chips and wedges and the storage and distribution of frozen products across Australia. It has chosen to base its new manufacturing plant at Dooen’s Wimmera Agriculture and Logistics Hub (WAL Hub) locating centrally potato growing areas of Western Victoria and is excellent access to road and rail.

A planning permit was issued by the Minister for Planning on the 10th of April 2025, and full construction is anticipated to start in 2026.

Visitation

The Wimmera Malle and Grampians Region offer a unique landscape from the rocky outcrops of the Gariwerd to the agricultural plains of the Wimmera together with the vibrant regional city of Horsham are attractive to visitors for tourism, business, and events.

Over the past five years Horsham has attracted a number of accommodation developments the have gained planning approval.

Horsham Hotel

The Horsham Hotel is proposed as a destination for both leisure and business travellers to be located 5km south of the city centre adjacent to the Horsham Golf Club. The modern three storey hotel will provide for 101 rooms, Restaurant, Bar and Lounge, Gym and flexible meeting and function spaces.

A planning permit was issued by the Department Transport and Planning in October 2025 and start of construction is anticipated in 2026.

Mt Zero Resort

The $26.2 million Mount Zero Resort project proposes 40 luxury accommodation villas, a restaurant, and a café. The site will be a base for visitors to walk the Grampians Peaks Trail or unwind in one of Victoria’s beautiful and unique landscapes.

PA2100242 was issued in 2022 for the Use and development for a resort style development, subdivision, native vegetation removal, and creation of an easements.

The development is current going through pre-construction feasibility and no start date has been nominated.

Quest Serviced Apartments

A serviced apartment hotel is proposed for 149-157 Baillie St, Horsham in the heart of the city. The proposal is a six-level building with on-grade parking at 149 Baillie Street.

44 apartments are proposed with reception area and administration offices, a conference space, business lounge, gym and located at the ground level and apartments above.

The PA1900124 was issued in 2020 and is currently being amended to accommodate changes to the car parking with construction start proposed to start in 2026.
