Swimming Pools and Spas
Swimming pools, spas and interactive water features (together referred to as "aquatic facilities") are registered under the Public Health and Wellbeing Act 2008 and the Public Health and Wellbeing Regulations 2019. Public aquatic facilities are important for maintaining and promoting active lifestyles and providing health benefits.
However, if they are not properly maintained, they can put the health of bathers at risk. Bathers can be affected by disease-causing microorganisms (pathogens) that are spread from person-to-person through the contaminated water.
This is especially important for the vulnerable groups in our community such as young children, the elderly, and those who are immuno-compromised.
Council is responsible for registering, inspecting, and monitoring the operation of public aquatic facilities within its municipality to ensure compliance with the Act and Regulations.
Public aquatic facility operators must be aware of the regulations and the appropriate operating conditions for their facilities. Information about maintaining a pool can be found in the Department of Health's Water quality guidelines for public aquatic facilities (2020) and Pool Operator's Handbook(PDF, 1MB) (2008), which outlines information including:
- Swimming pool designs
- Maintenance
- Disinfection and control system
- Operational control and risk management
- Water treatment types, chemicals and dosages
- Pool infection and quality control
- Monitoring system and sample log sheets
- Australian Standards and references
Note that the Pool Operator's Handbook is a guide and is not intended to replace or override legislation. Pool operators are responsible for keeping up-to-date with and adhering to all current legislation, codes of practice, standards and guidelines.
For the the most current testing requirements, see Public Health and Wellbeing Regulations 2019, sections 47 to 57. A checklist is also available on the Department of Health website: Water quality guidelines for public aquatic facilities.
Domestic swimming pools and spas
On 1 December 2019, swimming pools and spas for domestic use only must be registered with Council with the Building Department. For more information, visit their 'Swimming pools' page.
Swimming pools and spas that are not properly maintained can become breeding grounds for mosquitoes.
