COVID Support Grants Program

Council is offering grants for individuals, businesses and community organisations to help prepare, respond and build resilience to the COVID-19 pandemic.

Restrictions have had significant economic impact on local arts, events, recreation, hospitality, tourism, retail and community groups. 

This grants program is open until March 2021 (or until funding is fully allocated) and will provide support to affected people and groups located in the Horsham municipality through the following streams:


Objective: Business assistance grants program to support innovation, operational improvements, marketing strategies, and business growth in response to the challenges of COVID-19.

Business Type: Hospitality, Retail, Tourism, Services, etc.

Applicant funding limit: $1000 to $5000

Total allocation for funding stream:  $84,000

Example of what may be funded:

  • Skills development
  • Business mentoring
  • Improved on-line presence
  • Infrastructure/equipment upgrades
  • Improved financial recording
  • Business planning
  • Marketing plans/strategies

Supporting documentation required:

  • Quotations or cost estimates for expenditure items greater than $1,000

 Assessment criteria:

  • Your business has been negatively impacted as a result of COVID-19
  • Your project will lead to business improvements
  • Use of local contractors

Recreation and Community Recovery - FUNDING NOW FULLY ALLOCATED


Objective: Funding for clubs and groups to:

  • Support financial loss or membership/volunteer decline;
  • Respond to COVID-19 hygiene requirements;
  • Support initiatives to reactivate participation in a COVID-19 safe manner

Organisation type: All incorporated, not-for-profit sport/active recreation and community groups

Applicant funding limit: $200 to $2000

Grants to be allocated on the basis of membership numbers:

  • Less than 10 members - $200
  • Less than 20 members - $500
  • Less than 50 members - $1000
  • 50 members or more - $1500
  • Support new initiatives – additional $500

Total allocation for funding stream:  $75,000

Examples of what may be funded:

  • Support to cover utilities, insurance and other fixed costs
  • Mini competition to keep club members and volunteers connected
  • Social event at a hall to connect local community
  • Purchase of sanitizing materials
  • Purchase of minor equipment (less than $500)

 No supporting documentation required

 Assessment criteria:

  • Not-for-profit status
  • Incorporated
  • Financial loss or hardship and/or membership decline due to COVID-19
  • Have additional COVID related expenditure
  • Initiative to create community or club connections

Arts and Events Activation

Objective: Strengthen community resilience and support innovation for groups and and individuals in response to COVID-19

Organisation type: Events, Arts organisations and individuals

Applicant funding limit: $500 to $5000

Total allocation for funding stream:  $75,000

Examples of what may be funded:

  • Digital presence
  • Marketing
  • Arts/creative practitioner fees
  • Production costs
  • Minor equipment purchases

 Supporting documentation required:

  • Project budget (please use template provided)
  • Project plan (please use template provided)
  • Quotations or cost estimates for expenditure items greater than $1,000

Assessment criteria:

  • Demonstrate that the project will help to strengthen the community, community relationships, reduce isolation and encourage active participation in the community
  • Capacity and experience to deliver project
  • Extent of project planning
  • Participation outcomes
  • Use of local contractors

Business Front Upgrades

Business Front Upgrades is a business assistance stream to support the upgrade and improvement of the visual appeal of business fronts.

Examples of what will be funded include landscaping works and entrance signage.


  • Front entrance signage
  • Landscaping and beautification works
  • Blinds and awnings
  • Shop window merchandising displays


Businesses operating near a street front.


  • Your business must have been negatively impacted as a result of the COVID-19 pandemic
  • Your project will lead to business front appeal
  • Use of local contractors

Some properties may have heritage values therefore Council’s heritage adviser may review applications and provide feedback to applicants. This will ensure that proposed works will not impact on associated heritage values.

Health and Wellbeing

Health and Wellbeing is designed to help strengthen the community's response to health and wellbeing impacts of COVID.

Groups or organisations applying in this stream may use it to expand on existing support services, or develop new community resilience building activities.


Community organisations or groups operating in or intending to operate in the health and wellbeing field.


  • Development and delivery of a new support service
  • Expansion of an existing service


  • Demonstrate that the project will help strengthen the community’s ability to cope with the impacts on their health and wellbeing.
  • Capacity and experience to deliver the project
  • Participation outcomes
  • Use of a local contractor/resources

To be eligible for funding the applicant must:

  • have an Australian Business Number (ABN) or be auspiced by an incorporated organisation with an ABN
  • be located within the Horsham Rural City municipality
  • demonstrate how the grant will help support business or community in response to the impact of COVID-19
  • if successful, claim the grant and complete the project or activity by 30 June 2021 (noting that exemptions may be granted for larger projects/events)
  • wherever possible use local suppliers in the Horsham Rural City municipality
  • NOT be employed by Horsham Rural City Council
  • NOT have received funding for the same activity through Council's Community Grants Program in 2020/2021
  • NOT apply for any retrospective purchases or projects that commenced prior to 3 August 2020.

How to claim your grant

If successful, you can claim your grant as soon as you start your project. 

Grants of less than $1,000 will be automatically paid to the grant recipient following advice of success.

Grants of $1,000 or more require the following documentation to be forwarded to Council:

  • Substantiation of your actual or planned expenditure on the project (for example, a copy of a supplier’s invoice or formal quotation)
  • An invoice from your organisation to Horsham Rural City Council requesting payment of the grant.  Your organisation’s invoice should not include GST as the contribution is considered a donation under GST law

Please note all donations must be claimed prior to 30 June 2021 (noting that where events/projects cannot be scheduled before this date due to COVID-19 an exemption to this requirement will be granted)

 Completion reports

In accordance with the Grant Guidelines, all successful applicants are required to complete a Completion Report at the conclusion of your project.  This should be returned to Council as soon as possible following the completion of your project or with your claim for the grant payment.
